Domestic and sexual violence affects millions of people in the United States each year. The toll on survivors, their families, and society is profound, resulting in long-term trauma, economic hardship, and disrupted lives.Despite these costs, support services remain underfunded. Government funding for domestic violence survivors is just $100 per person—far below what’s needed. Further funding cuts have left organizations unable to meet the growing demand for essential services, and threatens the safety and stability of survivors. In March 2025, the Centre for Public Impact (CPI) convened 46 service providers, funders, and policymakers in New York City to identify the systemic causes of funding instability and co-create strategies for immediate relief and long-term reform. This report features insights from the event. We're sharing it as both a call to action and a roadmap for transforming how we support survivors now and in the future.
