What is the Expanded Social Package (ESP) and requirements for registrationThe Expanded Social Package (ESP) is a basket of services which the City allocates to citizens based on their level of poverty. It includes property-based benefits and rebates on water and electricity and expands to include social referrals via social service interventions and skills development. The program targets vulnerable citizens in the City such as senior citizens, women & children, the unemployed, persons with disability (PWDs), displaced persons, and youth, etc. Interventions available to qualifying citizens are:Rebates on municipal services such as rates, refuse, sewer, water and electricitySocial work intervention, home visitation for frail and bed ridden clients/telephonic assessments, food parcels, skills development training and other interventions.ESP Qualifying Criteria:Be a South African CitizenReside within the boundaries of the CityBe unemployed or have a monthly income not exceeding R7503.01 per month (all income must be declared). The qualifying amount to access the ESP changes annually. Documentation required: Proof of income, South African Social Security Agency (SASSA ) card, all bank statements (for the last three months) or sworn affidavit confirming that you do not have a bank account and no other source of income (any other source of income must be declared)Proof of residence, City of Johannesburg Rates and Taxes account number or sworn affidavit from your local police station, account statementIdentity documentCity of Johannesburg Rates and Taxes AccountCity Power Pre-Paid Meter Account NumberEskom Prepaid Electricity Account Number, Conventional Account NumberJohannesburg Water Account/Pre-Paid Account Number (Interface Tag Unit (ITU) Number on the receipt)General InformationYou must update your registration when your circumstances change and/or before the 6-month re-registration period if circumstances change.Application for continued rebates must be completed every 6 months.Clients are encouraged to apply for rebates between 1st and 15th of the month to receive benefits in the next month. Applications between 15th to 30th/31st of any month will benefit in the subsequent month.Provide your correct cell phone number and municipal account number/s.Households must pay for any extra water and electricity used that is not included in the support.Please note that incomplete submissions cannot be processed (ensure submission of all required documents).Application process:· To apply for rebates on municipal services complete sections 1, 2 ,3 ,4 & 5· To apply for rebates on municipal services and other interventions complete sections 1, 2, 3, 4 ,5 & 6· To apply for other interventions only complete sections 1, 2,3,5 & 6Applicants will receive a response from the ESP unit within a week of application.

I give the City of Johannesburg my full permission as an individual citizen to access private data such as (income declared, proof of address, bank acc statement etc.) held against my identity number by any organ of the State of the Republic of South Africa, on the understanding that access to such data shall be solely for the purpose of verifying whatever particular personal circumstances i have claimed to be true at the time in making application to be eligible for benefits through Expanded Social Package.
I accept the terms and conditionsCONSENT TO SOUTH AFRICAN REVENUE SERVICES(SARS) IN TERMS OF SECTION 69(6) (B) OF THE TAX ADMINISTRATION ACT NO 28 OF 2011 (TAA).
I/we*, the undersigned Applicant(s), hereby give consent to SARS to disclose my/our information to the City of Johannesburg Municipality and the National Department of Cooperative Governance (COGTA) for the purposes of verifying the details of my or/our income level that i/we have disclosed to the Municipality in support of my/our* application for a municipal indigent grant.

NB* Individuals in receipt of a state grant and or any type pension, who do not have a bank account, are required to provide an affidavit confirming no bank account or other source of income, otherwise, 3 months bank statement or affidavit are mandatory.
NB* Social Service Interventions are shared with the unit/s responsible for rendering services. Beneficiaries will be contacted by the respective units to provide the status of application to access service/s or program/
